Why this role matters
DLA Clothing and Textiles manages a portfolio of more than 50,000 items used to outfit service members, federal agencies, and partner nations. The organization must balance customer demand, industrial-base capacity, inventory, budgets, product transitions, system modernization, and service objectives. This role keeps the contractor team aligned and converts those priorities into well-managed initiatives and measurable results.

What you will do
  • Oversee all contractor support across the PWS, including planning, organizing, staffing, directing, integrating, and controlling activities required to meet schedule and performance expectations.
  • Manage day-to-day operations, administrative activities, risks, assumptions, staffing issues, dependencies, and interpersonal conflicts.
  • Lead the management decision-making process and remain accountable for the duties and activities required for successful program and project delivery.
  • Coordinate strategic recommendations, senior-leadership briefings, special analyses, and supply-chain collaboration with DLA Clothing and Textiles stakeholders.
  • Guide demand-planning modernization, customer-relationship-management strategy, product lifecycle management, workload management, and performance tracking initiatives.
  • Support strategic inventory management, supply-planning alignment, sales and operations planning, cross-process optimization, systemic improvements, and user enablement.
  • Maintain project schedules in Microsoft Project and provide clear monthly reporting on work performed, milestones, significant actions, risks, and status.
  • Direct work involving JDA, EBS, DLA data and analytics environments, and related logistics processes.
Required qualifications
  • At least ten (10) years of IT or logistics project/program management experience, including EDI/XML experience and supervisory experience.
  • Experience with DoD logistics functions such as finance, supply, contract administration, transportation, or project management.
  • Experience using Microsoft Project.
  • JDA experience.
  • An active IT-II clearance or a favorably adjudicated National Agency Check with Local Agency Check, Credit Check, and Written Inquiries (NACLC) at proposal submission.
  • Ability to obtain and maintain a Common Access Card and satisfy applicable DLA IT-II privileged-access requirements.
Preferred qualifications
  • Eight or more years leading supply-chain, analytics, and process-transformation projects across multiple DLA Major Subordinate Commands or DLA Headquarters.
  • Eight or more years of leadership experience with DLA EBS, JDA, and DLA data and analytic systems.
  • Five or more years leading DLA Clothing and Textiles strategic initiatives relevant to the PWS.
  • Five or more years implementing and configuring JDA for DLA organizational clothing, individual equipment, and recruit-planning strategies.
  • Experience providing senior-leadership oversight of multiple DLA projects of similar scale and complexity.
