The Mechanical Preconstruction Manager is responsible for the estimating and preconstruction activities associated with VDC's mechanical projects. This position will take primary responsibility for developing complete and competitive mechanical estimates and, following project award, transitioning those estimates into properly planned and organized projects for turnover to the assigned Project Manager.
The Mechanical Preconstruction Manager will work closely with company leadership, project management, field operations, vendors, subcontractors, and clients throughout the estimating and preconstruction process.
Responsibilities
Estimating & Bidding
Review contract drawings, specifications, addenda, bid requirements, and other contract documents to develop a thorough understanding of the mechanical scope of work.
Perform detailed mechanical quantity takeoffs and prepare labor, material, equipment, subcontractor, and other project cost estimates.
Develop complete mechanical filed sub-bid estimates for applicable public construction projects.
Prepare mechanical estimates for federal and VA projects for incorporation into VDC's overall prime contractor proposal.
Solicit, review, level, and evaluate vendor and subcontractor quotations.
Identify scope gaps, exclusions, qualifications, constructability concerns, schedule constraints, long-lead equipment, and other project risks during the estimating process.
Participate in bid reviews with company leadership and assist in establishing final pricing, labor assumptions, subcontractor coverage, and bid strategy.
Maintain accurate estimating information and utilize completed-project performance and historical cost data to improve future estimates.
Project Award & Preconstruction
Upon project award, convert the estimate into an organized project budget and procurement plan.
Perform project buyout of major mechanical equipment, materials, vendors, and subcontractors in accordance with the approved estimate and project requirements.
Review awarded scope against the estimate and contract documents to identify potential scope, budget, procurement, or schedule concerns before construction begins.
Coordinate initial equipment and material procurement with particular attention to long-lead items and project schedule requirements.
Initiate and coordinate the mechanical submittal process, including obtaining required vendor and subcontractor documentation and preparing submittals for review where appropriate.
Assist with RFIs and preconstruction coordination necessary to resolve mechanical scope and constructability issues prior to field installation.
Develop an initial mechanical labor plan and manpower forecast based upon the estimate, project schedule, anticipated productivity, phasing, and major mechanical activities.
Establish the key assumptions, budgets, procurement status, subcontractor commitments, and other information necessary for successful project execution.
Project Turnover
Conduct a formal turnover of the project to the assigned Project Manager once the project has been sufficiently bought out, organized, and prepared for construction.
Provide the Project Manager with the estimate, labor assumptions, project budget, buyout information, vendor and subcontractor commitments, submittal status, procurement status, manpower forecast, identified risks, and other relevant preconstruction information.
Participate in turnover and coordination meetings as required to ensure that the Project Manager and field team have a clear understanding of the estimated scope and execution plan.
Remain available as a resource to the Project Manager when clarification of estimating assumptions, buyout decisions, or original project strategy is required.
Position Objective
The objective of the Mechanical Preconstruction Manager is to ensure that VDC's mechanical projects are accurately estimated, appropriately bought out, and properly planned prior to turnover to Project Management. The position serves as the bridge between estimating and operations, with responsibility for ensuring that the scope, budget, procurement strategy, labor assumptions, and major project risks identified during bidding are effectively carried forward into project execution.
