The personnel administrative specialist is responsible for managing the full employee lifecycle from hire to pay. This role drafts and administers employment contracts, oversees employee benefits programs, and ensures accurate and timely payroll processing. Serves as a key point of contact for employee compensation, benefits inquiries, and compliance with company policies and applicable regulations. Maintains employee records, supports onboarding processes, and collaborates with leadership to ensure efficient and compliant HR operations.
The position requires sound judgment, regulatory attentiveness, procedural consistency, and discretion in employment matters. The Personnel Administrative Specialist operates under the direction of the Vice President of Operations and ensures employment practices are conducted in a manner consistent with institutional standards and applicable law.
This part-time position is employed up to 20 hours per week and starts May 1, 2026.
Pay is $25,000-$30,000 DOE.

Essential Duties and Responsibilities
Talent Acquisition & Hiring Administration
Draft and post all college job openings, establish appropriate wage offerings, draft contracts, and facilitate candidate selection process as needed.
Maintain hiring documentation and compliance records.
Ensure consistent interview and hiring procedures across departments.
Onboarding & Off-Boarding of Employees
Maintain standardized onboarding processes and coordinate across the institution.
Ensure completion of I-9 documentation and employment eligibility verification.
Manage structured exit procedures and documentation.
Personnel Records & Labor Law Compliance
Maintain secure personnel files.
Ensure compliance with federal and Idaho employment laws.
Maintain updated labor law postings and required notices.
Staff Training & Development Coordination
Coordinate required employee training (policy, safety, confidentiality, etc.).
Assist in identifying ongoing professional development needs.
Employee Benefits Management and Implementation
Employee Relations & Recognition
Required Qualifications
Bachelor’s degree or equivalent experience.
Minimum 3–5 years of progressively responsible administrative or HR experience.
Demonstrated knowledge of employment law fundamentals.
Strong written communication and documentation skills.
Ability to handle confidential information with discretion.
Organizational and process management aptitude.
Preferred Qualifications
Experience in higher education HR.
Familiarity with Idaho labor law.
Familiarity with document retention standards and governance practices.
