About City Property Management
City Property Management is an Arizona company that’s been providing exceptional HOA management services since 1979. With over 40 years of experience and 150+ full-time employees, we pair the stability of an established, locally led company with ongoing investment in technology and people. Our mission is simple: provide the best experience in community management.
Join Our Growing Team
We’re looking for capable managers who are ready to run their own communities and want the right support getting there. If you’re a strong manager from another industry, or an HOA manager whose experience doesn’t yet match the size or complexity of our portfolios, this role is your path to becoming a full Community Association Manager.
The Role
As an Associate Community Association Manager, you’ll manage a portfolio of about five residential communities across Pima County and act as your own Assistant Community Manager. That means handling the management work (financials, vendors, and board meetings) along with the day-to-day administrative work for your associations, such as architectural requests, compliance letters, and meeting notices. This is a field-based role: you’ll be on property regularly for inspections, board meetings, and vendor walks.
What You’ll Do
Meetings and Board Management
- Schedule, prepare for, and attend annual, board, and special meetings
- Prepare board packages and monthly management reports
- Handle meeting notices, ballots, and proxies in compliance with association requirements
Financial Management
- Review monthly financial reports and present them to the board
- Verify, approve, and code invoices
- Prepare annual budgets with guidance from leadership, and coordinate reserve study updates
Vendor and Contract Management
- Serve as primary contact for community vendors
- Prepare bid specs, solicit bids, and make recommendations
- Inspect contractor work and approve completed projects before final payment
Compliance and Architectural Requests
- Conduct community inspections and issue violation notices based on governing documents
- Review and process architectural modification requests
- Respond to homeowner questions about compliance letters
Records and Communication
- Maintain minutes, corporate records, and board actions in compliance with Arizona statutes
- Respond to homeowners, board members, and vendors within 24 hours
- Keep communities informed through newsletters, email, and community websites
What We’re Looking For
Required:
- 2+ years of HOA or property management experience, or 1+ year as a CPMC Assistant Community Manager
- CMCA certification, or enrollment with completion within 6 months of hire (we’ll fund it)
- Comfortable presenting to boards and leading meetings
- Excellent written and verbal communication
- Strong organization and time management across multiple communities
- Must live in Pima County (or relocate before your start date)
- Valid driver’s license and reliable transportation
- Able to walk properties for inspections and lift 20–30 pounds
Preferred:
- Experience as a CPMC Assistant Community Manager
- Certified Arizona Association Manager (CAAM) designation, or progress toward it
- Experience attending or supporting HOA board meetings
- Knowledge of Arizona HOA laws and regulations
Your Path to Community Association Manager: This role is a development step toward running your own full portfolio. How quickly you move up depends on your experience and readiness. Our hiring process includes online assessments.

- 16 paid holidays, plus PTO
- Office closes at 3:00 PM every Friday, year-round
- Flexible workday: after training, handle office work from home between site visits
- CMCA and CAAM certification funding, plus ongoing professional development
- Thorough, supportive onboarding that sets you up for success
