Clery Act Specialist-1Liberty University
The Clery Act Specialist will play a critical role in the university’s compliance with the Clery Act by reviewing receords from the Liberty University Police Department (LUPD) and the University’s records management system (i.e. Beacon, Maxient) to ensure proper categorization of campus crime statistics. The Clery Act Specialist will play a role in the preparation, publication, and distribution of the Annual Security and Fire Safety Report.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Serves on a team of Clery Act Specialists, alongside the Executive Director of Clery Act Oversight, to gather and review all reports in preparation for the Annual Security Report (ASR).
- Collaborates with the Equal Rights and Title IX staff to ensure cohesiveness and proper communication related to cases that might generate a timely warning or emergency notification.
- Gathers crime and disciplinary referral data from various internal and external sources, such as the Office of Community Life, Equal Rights and Title IX Office, LUPD, local enforcement agencies, and the state police.
- Works with the appropriate University Departments to identify all Campus Security Authorities for the institution and maintains a list, at a minimum by position or job title, for each academic year.
- Sends annual requests for crime statistics to all Campus Security Authorities, all bordering local law enforcement agencies, and all law enforcement agencies where the University sent sponsored trips greater than one night after the end of each calendar year.
- Participates in the training of designated campus security authorities.
- Consolidates relevant data from these sources with information and policies from across institutional departments.
- Coordinates with the appropriate campus departments to ensure compliance with HEA Fire Safety Regulations.
- Collaborates with the Emergency Management & Community Engagement, Public Safety, LUPD, and other applicable departments to evaluate real-time notifications related to the “Timely Warning” requirements of the Clery Act.
- Collaborates with the Emergency Management & Community Engagement, Public Safety, LUPD, and other applicable departments to ensure compliance with the “Emergency Notification” requirements of the Clery Act.
- Collaborates with Emergency Management to ensure that tests/drills are completed each year that includes all required components to meet the HEOA definition of a test.
- Ensures the institution maintains accurate records on security awareness and crime prevention programs and presentations.
- Has a solid understanding of the University’s Clery geography for purposes of applying the proper crime statistics and providing timely warnings.
- Ensures compliance with the daily crime and fire log requirements.
- Full access and collaboration with various departments (i.e. IT, ADS, LUPD) for all Clery Act associated records.
- Works with the Office of Community Life and/or Human Resources to ensure compliance with the Drug-Free Schools and Safe Campuses regulations.
- Stays abreast of pending and final changes to the Clery Act and other laws or regulations affecting Clery Act provisions.
- Awareness of the Notice of Rights and Options for victims of VAWA related crimes.
- Assists in gathering accurate and complete annual crime statistics to provide to the Clery Compliance Officer for the U.S. Department of Education, as required.
- Participates in policy and procedure development to help ensure accuracy, consistency, and clarity in administrative manuals.
- Other related duties, as assigned.
QUALIFICATIONS AND CREDENTIALS
TIER 1:
Minimum Qualifications: A Bachelor’s Degree. Three years of experience working in procedural or management analysis or two years in supporting Clery role. Must be able to become CJIS Certified within the first 90 days to ensure access to applicable systems for this role. Ability to articulate and defend the unique Christian educational mission and vision of Liberty University and its subsidiaries to a wide variety of individuals and groups.
TIER II:
Minimum Qualifications: A Bachelor’s Degree. Five or more years of experience working in law enforcement, procedural or management analysis, compliance, or two years in supporting Clery role. Must be able to become CJIS Certified within the first 90 days to ensure access to applicable systems for this role. Ability to articulate and defend the unique Christian educational mission and vision of Liberty University and its subsidiaries to a wide variety of individuals and groups.
TIER III:
Minimum Qualifications:
- A Bachelor’s Degree.
- NACCOP Clery Compliance Officer Certification
- Five or more years of experience working in law enforcement, procedural or management analysis, compliance, or two years in supporting Clery role.
- Must be able to become CJIS Certified within the first 90 days to ensure access to applicable systems for this role.
- Ability to articulate and defend the unique Christian educational mission and vision of Liberty University and its subsidiaries to a wide variety of individuals and groups.
To obtain LU-approved driver certification, individuals must be 21 years of age or older, possess a valid driver’s license with a minimum of five (5) years of documented driving history, and maintain a clean driving record.
Preferred Qualifications: A graduate degree in Law, Business, Communications, Criminal Justice, or Emergency Management or related field. Previous experience complying with the requirements of the Clery Act. Advanced Clery Act training, and familiarization with Title
IX and VAWA. Three or more years of work experience with an institution of Higher Education. Background in law enforcement or related field is beneficial due to the nature of the position.
